New Oxford Convict Charged With Maryland Native's Homicide In Pennsylvania Home

A New Oxford man has been charged in connection with the death of a Hagerstown native in what Pennsylvania State Police believe was a "targeted" killing.

Kyle Wesley Bartam, 37, has been charged with felony criminal homicide and felony robbery - inflict serious bodily injury in connection to the slaying of Keith Monn, according to his latest court docket and state police. He was taken into state police custody on Saturday, Dec. 16. 

Monn had been found beaten to death in his home located at Jacqueline Drive, Mount Pleasant Township, New Oxford, at 12:15 p.m. on Tuesday, Dec. 12, as detailed in a Pennsylvania State Police release. 

Troopers from Gettysburg station were called to the home for a welfare check on the 61-year-old, but "after being unable to establish contact with anyone in the residence, Troopers made entry where they discovered Monn to be deceased," as stated in the release. 

Based on unknown evidence the troopers found at the scene, they launched a homicide investigation. Soon, the Troop H – Major Case Team was called to the scene along with the Adams County Coroner’s Office, and the Adams County District Attorney’s Office.

Monn's official cause of death is blunt force trauma and the manner of death was homicide, according to the Adams County Coroner's Office. He is believed to have died on Dec. 10, according to court documents. The object used to beat Monn to death was not released, by any authorities as of Tuesday, Dec.19.

State police noted that they believe "this to be an isolated and target incident and, as such, there is no danger to the public."

In addition to his charges in connection to allegedly killing Monn, Bartram is also being held on a felony materially false written statement - purchase, delivery, transfer of a firearm and a misdemeanor for state statement under penalty of law, for an incident on Nov. 14, 2023, according to another active court docket. 

He was initially arrested on these charges and held in the York County Prison on $10,000 in bail. After the homicide charge was filed, he was transferred to the Adams County Prison and denied bail due to state law on the charge. His preliminary hearing on the York case is set at 1:30 p.m. on Feb. 27 before Magisterial District Judge Thomas J. Reilly, and the homicide preliminary hearing is set for 1 p.m. on Dec. 27 before Magisterial District Judge Christopher A. Snyder, court records detail. 

Bartram is a convict for the following offenses, according to his previous criminal court dockets in the state:

  • Simple assault in York County in 2009, sentenced to 3 months confinement followed by 18 months probation.
  • Simple assault in Adams County in 2016; sentenced to 24 months of probation.
  • Misdemeanor make repairs/sell/etc. offensive weapon also in Adams County in 2016; he was sentenced to 12 months of probation. 

The homicide investigation is ongoing, according to the state police.

Monn was a Bowie High School graduate in the Prince George's County School District according to his Facebook profile. 

He was known for his great laugh, friends said on his Facebook posts. 

He is survived by his ex-wife Marie K. Monn of Glen Burnie, MD; sons, Joshua A. Monn of Glen Burnie, MD and Kenny G. Monn of Front Royal, VA; daughter, Dianemarie E. Monn of Pasadena, MD; four grandchildren; brothers, Jacob A. Monn, Jr, and Greg Monn; and his stepfather, Richard Billig of Biglerville, according to his obituary.  He once wrote on Facebook, "I am very proud of my kids for what they have become and wish them the best in life."  

His visitation will be held at Feiser Funeral Home, Inc, 302 Lincoln Way West, New Oxford from 1 to 3 p.m. on Saturday, January 13, 2024.
